THE Senate yesterday summoned the Secretary to the Government of the Federation, SGF, Babachir Lawal, to appear before its Committee on Ethics, Privileges and Public Petitions and those of Finance and Appropriations this week over comments that constituency projects may suffer in the face of declining budget income.
Lawal was quoted to have said that the N100 billion constituency projects in the 2016 budget might suffer setbacks due to dwindling resources.
Also yesterday, the Senate summoned the Minister of Finance, Mrs. Kemi Adeosun, and her Budget and National Planning counterpart, Senator Udoma Udo Udoma, to appear before the Senator Danjuma Goje-led Committee on Appropriations tomorrow to explain how far the Federal Government had gone with the implementation of 2016 budget.
The resolutions of the Senate were sequel to a point of Order raised by Senator Matthew Urhoghide, Peoples Democratic Party, PDP, Edo South, who expressed fears over comments by the SGF, even as he stressed that with selective implementation of this year’s budget, it was already doomed to fail.
Senator Urhoghide, who described comments by Lawal as unfortunate, especially with regard to his position in the society, said that non-implementation of any part of the approved budget would amount to violation of the law because President Muhammadu Buhari had signed it into law and was an impeachable offense, if not implemented.
Relying on Senate Standing Order 15, Senator Urhoghide, who is the Chairman, Senate Committee on Culture and Tourism, said: “I want to draw your attention to a publication in a newspaper. After reading, there were two portions, it was difficult to understand; I found out that my representation here is threatened.
‘’What is mentioned by the Secretary to the Government of the Federation is that constituency projects may not be executed because MDAs may not find it as a critical part of their mandate.
“This document is a law, refusal to implement it is a violation of the law, It is an impeachable offence to violate this law and we will not allow it. Enough is enough.”
